Partitioned by contract year: CMS names each file for the contract year it describes and publishes it the autumn before that year starts, then revises it during the year. Several years are live at the same time. Filter IS_LATEST_VINTAGE = TRUE for the newest vintage within each year, or PLAN_YEAR for one year. Do not filter on FEEDS_FILES.IS_LATEST, it marks one file across the whole feed, so it returns a single year and silently drops the others.

One exception: where CMS split a year across separately dated component files (different plan types published days apart), IS_LATEST_VINTAGE keeps only the newest-dated components, because it ranks by vintage date within the year. To recover the rest, filter on PLAN_YEAR for that year, but check VINTAGE_DATE before you aggregate. PLAN_YEAR alone also returns every in-year revision, so for a year that was revised monthly it counts the same plan once per revision.

Typed vintage columns. VINTAGE_DATE (publication vintage), PLAN_YEAR (the CY#### contract year from the file name), and IS_LATEST_VINTAGE (TRUE for the latest vintage within its contract year) are appended after created_at. Filter IS_LATEST_VINTAGE = TRUE to get the current file for every contract year at once; add PLAN_YEAR = <year> for one year.
